컴퓨터에서 무선인터넷과 스마트폰을 거쳐 빅데이터와 사물인터넷에 이르기까지, 1980년대부터 시작된 매개적 환경 구성은 현대에 이르러 점차 그 존재를 의식할 수 없을 만큼 일상적이고 자연스러운 배경을 이루고 있다. 무선인터넷과 스마트폰의 일상화가 상시적이고 잠재적인 매개 환경을 열어젖혔다면, 클라우드는 사용자의 데이터를 자동으로 저장?처리?활용할 수 있는 투명성의 환경을 구축했고, 빅데이터는 집적된 데이터를 바탕으로 현재의 경향성을 파악하고 미래를 예측 및 통제할 수 있는 환경을, 그리고 사물인터넷은 사물들 스스로 우연성의 요소들을 제어하고 조절할 수 있는 환경을 만들어가고 있다. 실로 매개적 환경의 일상화이자 편재화이며, 그러한 환경에의 불가피성이다. 여기서 쟁점은 인터넷을 둘러싼 환경 자체가 신자유주의 통치 전략의 중심에 놓이게 되었다는 것이며, 그럼으로써 매개 환경의 최적화를 통한 통치의 자동화가 일상적인 동력을 얻게 되었다는 것이다. 이 글은 이처럼 다양한 기술들이 만들어내는 매개적 환경 구성과 이를 통한 관리 및 통제의 메커니즘을 특유한 권력의 효과 및 이와 결부된 합리성의 체계로 이해하고자 했다. 그리고 이러한 작동 메커니즘을 개념 안에 담아 ‘환경관리권력’이라고 명명하고자 했다. 일상을 둘러싼 현대적 매개 환경은 개별 주체의 내면에 작동하던 권력의 주체화/예속화 과정과는 달리, 단지 환경의 관리와 통제를 통해 그 환경에 속한 인구 일반의 사고와 행동을 특정한 방향으로 이끌어낸다는 점에서 더 없이 효과적인 권력 작용이라 할 수 있다. 매개 안에 있음의 환경 속에서 점차 주체의 자리와 역할이 자동화된 데이터 알고리즘에 의해 대체되고 있는 현실은, 결국 권력의 현실적인 작동 메커니즘이 그러한 형태와 방향으로 사회의 변화를 이끌어내고 있음을 방증하는 것이라 하겠다.　
　
From the 1980s, mediating configuration has been constructed along with the emergence and development of the computer, the wireless internet, the smart phone, the Big Data, and the Internet of Things. The mediating environment has become the background of our everyday life, so that we cannot even aware of its existence. If the everyday using of the wireless Internet and smartphones opened the potentiality of the intermediate environments, the cloud has created a transparent environment for automatically storing, processing and utilizing users" data. The Big Data produces the environment in which the current tendency can be grasped, and the future can be predicted and controlled, based on accumulated data. The Internet of things is making an environment in which things can regulate and control contingency by themselves. Indeed, it is the everyday normalization of the mediating environment, and it is the inevitability of such an environment. The issue here is that the environment surrounding the Internet itself is placed at the center of neoliberal government strategies, so that the automation of government through the optimization of the mediating environment has gained everyday power. The purpose of this article is to understand the mechanisms of the management and control through the mediating configuration that these various technologies produce as a effect of distinctive power and its associated system of rationality. This paper conceptualizes the operating mechanism as ‘environment power’. Contrary to the process of subjectification of power, which operates within the interior of individual subject, the contemporary mediating environment surrounding daily life most effectively operates power by leading the thinking and behavior of general population who belong to the environment in a certain direction, through the regulation and control of environment. The fact that the place and role of the subject are gradually replaced by the automated data algorithm in the context of the ‘being-in-mediation’ tells that the actual operating mechanism of power leads to the change of the society in such form and direction.
