이 연구의 목적은 1960년대 ‘자유대한의 소리’ 방송의 변화과정을 살펴보는 데 그 목적이 있다. 보다 구체적으로는 ‘자유대한의 소리’ 방송의 변화를 가져오게 된 정권적 요인과 국제정세적 요인, 그리고 정책담론을 살펴보고, 이러한 요인들에 의한 주요 대외방송 분야의 변화 내용에 대해서 살펴보고자 하였다. 기존의 ‘자유대한의 소리’ 방송이 독립?승격된 ‘서울국제방송국’의 발족으로 좀 더 조직적이고 체계화된 단계로 진입하는 데 있어서 5.16군사쿠데타의 정치적 요인은 매우 주요한 계기로 작용했다. 서울국제방송국 발족 이후 1960년대 중반에 이르면, 대외방송의 환경이 변화하게 됨에 따라 대외방송 정책의 방향도 재설정되게 되었다. 이 과정에서 민영라디오방송국의 대공방송 참여는 주요한 정책적 현안으로 떠올랐는데, 핵심적인 논점은 바로 국영방송과 민영방송의 대북방송 간의 ‘국민총화적 조정’이었다.
　
The purpose of this study is to examine the changing process of the “Voice of Free Korea” broadcasting in the 1960s. More specifically, this study would like to look at the factors of the regime, the factors of the international situation, and the policy discourse that led to the change in the “Voice of Free Korea” broadcasting, and examine the changes in the major sector of broadcasting abroad due to these factors. The political factor of the 5.16 military coup served as a very important opportunity in entering a more organized and systematic stage with the launch of the “Seoul International Broadcsting”. In the mid-1960s after its establishment of the “Seoul International Broadcasting”, the direction of the broadcasting abroad policy was changed as the international situation changed. In the process, private radio stations’ participation in anti-communism broadcasting has emerged as a major policy issue, with the key issue being the “national unity coordination” between state-run and private broadcasting stations.
