이 연구는 국내 전국 일간지가 10여 년간 보도한 세종시(신행정수도, 행정중심복합도시) 갈등 문제에 형성한 뉴스 프레임을 살펴보고자 했다. 뉴스 프레임에 있어 세종시 문제처럼 여ㆍ야 간의 정치권 갈등은 물론 여당 내부에서의 수정안과 원안 간의 당내 갈등 그리고 수도권과 비수도권의 지역 간 갈등, 보수매체와 진보매체의 언론 간 갈등 등 다양한 갈등을 내포한 이슈는 흔치 않기 때문이다. 이 연구를 수행하기 위해〈조선일보〉,〈경향신문〉,〈대전일보〉,〈중도일보〉,〈전북일보〉,〈영남일보〉,〈강원도민일보〉 등 전국 7개의 일간지 기사를 체계적 표집을 통해 샘플링한 후 프레임 분석을 실시하였다. 연구 결과, 각 신문사 뉴스 프레임 변화에서는〈조선일보〉와〈경향신문〉은 세종시 논란이 격렬했던 노무현 정부와 이명박 정부 시기 ‘대립갈등 프레임’과 ‘책임귀인 프레임’을 부각해 보도한 것으로 확인되었다.〈대전일보〉와〈중도일보〉는 ‘대립갈등 프레임’과 ‘도덕성 프레임’, ‘책임귀인 프레임’과 함께 노무현ㆍ 이명박 정부 시기 ‘지역발전 프레임’, ‘경제적 중요성 프레임’을 주로 형성한 것으로 나타났다.〈전북일보〉 역시 ‘지역발전 프레임’을 3개 정부에서 일관되게 구축해 보도하였고,〈영남일보〉는 각각의 프레임이 노무현· 이명박 정부 시기에 다양하게 형성되었으며 일부 프레임에서는〈조선일보〉와 유사한 형태를 보였던 것으로 드러났다.〈강원도민일보〉는 노무현 · 이명박 정부 시기에 ‘책임귀인 프레임’과 ‘지역발전 프레임’, ‘개혁개선 프레임’을 중시해 보도한 것으로 밝혀졌다.

This study considers ‘Conflicts in Sejong City’(New Administrative District, Government Administration Complex) as the main research topic, and analyzes the related news which has been reported for over ten years in 7 nationwide daily newspapers including Chosun Ilbo, The Kyunghyang Shinmun, Daejeon Ilbo, Joongdo Ilbo, Jeonbuk Ilbo, The Yeongnam Ilbo, and Kangwondomin Ilbo. This study analyzes the news frame of the reports in each newspaper. With regard to the news frame of the newspapers, Chosun Ilbo and The Kyunghyang Shinmun focus on ‘the frame of confrontation and conflict’ and ‘the frame of taking responsibility’. Daejeon Ilbo and Joongdo Ilbo focus on ‘the frame of confrontation and conflict’ and ‘the frame of morality’, ‘the frame of the local community development’ together with ‘the frame of taking responsibility’ and ‘the frame of economical importance’. Jeonbuk Ilbo consistently reports ‘the frame of the local community development’ in the three administrations. The Yeongnam Ilbo constructs various frames in the Roh Moo-hyun and Lee Myung-bak administrations and has some frames in common with Chosun Ilbo. Finally, Kangwondomin Ilbo focuses on ‘the frame of taking responsibility’, ‘the frame of the local community development’, and ‘the frame of reformation and improvement’ in the Roh Moo-hyun and Lee Myung-bak administrations.
